Private Frank (Francis) J. Deegan (left) of Oil City, PA, enrolled on May 8, 1898. He was Mustered in on May 10, 1898 and Discharged on Oct. 1st. He was part of the Pennsylvania Volunteers, Regiment 16, Company D.
